Would you take this paper?

I went to a public toilet in our mall and i didn´t find this gross dispenser though but i found one with the text "if no paper use manual feed wheel"..But if there´s no paper?..Do they want me to dry my hands on a feed wheel or what?..If i´ve had a pen i´d have written "if no paper use the back of someones sweater or jacket but chose someone who has just started 2p,and then run like hell out from the public toilet" on the dispenser...But that would probably too long...and beside that,who would dare to take a leak there then..
